Resumen/cita: This statute reorganizes the country's system of local administration. Each province is to have a governor with the rank of minister and a deputy-governor to be appointed by Royal Decree on a recommendation of the Minister of Internal Affairs. The Order spells out the duties of governors in great detail, including the province's social and economic development; the protection of personal rights and freedoms; etc. Province governors must at least twice a year hold a meeting with the authorities in charge of the administrative subdivisions under their control, i.e. governorates and districts.
