Resolution of the Seimas No XII-1464 of 16 December 2014 on Criminal Liability for the Purchase of Sexual Services.

Second Region

The Seimas of the Republic of Lithuania, having regard, inter alia, to articles 18, 19, 20 and 21 of the Constitution of the Republic of Lithuania; articles 4 and 5 of the Universal Declaration of Human Rights; the United Nations Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others; the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime; the Council of Europe Convention on Action against Trafficking in Human Beings; Articles 2 and 13 of the Treaty on European Union; European Parliament resolution of 2014 on sexual exploitation and prostitution and its impact on gender equality;
also having regard to the fact that the use of prostitution services is related to sexual objectification of a person, as well as his stigmatisation and traumatisation;
being aware, inter alia, that the states, which support the purchase of sexual services, prostitution and trafficking in human beings, encounter the violation of human rights and the increase in crime;
proposes to the Government:
1) to submit to the Seimas for ratification the United Nations Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others;
2) to submit amendments to the Criminal Code criminalizing the purchase of services of prostitution, pornography or other forms of sexual exploitation;
3) to submit amendments to Article 1821 of the Code of Administrative Offences regarding the abolishing of administrative liability for engagement in prostitution;
4) to create an interdepartmental working group to prepare a program for re-socialization, rehabilitation and reintegration of sex workers.
