Defines the Government obligations and competences to target the energy subsidies in order to rationalize energy consumption (gasoline, gas oil, fuel oil, kerosene), to reduce the proportion of social groups with high incomes and to increase the share of subsidies for groups with low-incomes.

Article 7, inter alia, authorizes the Government to spend maximum 50% of net proceeds resulting from the implementation of the Law for running a comprehensive social security system providing health care, housing costs and employment services.
