Abstract/Citation: Provides for implementation of administrative reforms, reduction of state-owned enterprises, improvement of human recourses management and organization of Governance structure of the country.

Article 56, inter alia, provides for allocation of 70% of saving deposits with no interests to individuals and non-governmental legal identities for creation of new jobs. The same Article provides for loans to jobless and legal identities residing in rural areas, self-supporting women as well as those who have already acquired some technical and vocational skills.
Article 190 provides for improvement of conditions in prisons and aids to families of prisoners and the executed convicts.
