|Abstract/Citation:||This Act aims at preventing and reducing volumes of waste generation, and at promoting the reuse, recycle and management of waste in an environmentally sound manner. Waste includes solid, liquid, gaseous, hazardous and non-hazardous, organic or inorganic waste from all kinds of sources and also the materials being stored for recycling and the transportation, import and export of waste.
The Act empowers the National Environment Commission (NEC) to be the regulatory authority for waste prevention and management. The NEC shall also be responsible for coordinating and overseeing the implementation of the Act.
The Act defines responsibilities of implementing agencies and of the public in managing the different categories of waste. It further provides for duties and responsibilities of implementing agencies and the different mechanisms used by them in managing waste including administrative, financial and research mechanisms.
The Act further provides for funds financed by the Royal Government of Bhutan and for offences and penalties.
