Second Region

Makes a large number of amendments to the Penal Code. In particular makes a number of changes with respect to sentencing and penalties, detailing the fines that may be imposed in place of or in addition to imprisonment. It also amends a number of sections concerning child offenders. Chapter 9 is renamed "Child in Conflict with Law and Mental Disability". Amends sections 114 (age of child in conflict with law - those younger than 12 years old are not to be held liable for committing an offence), 115, 116 and 117 (sentencing for children over the age of 12 years old). It also amends section 154 concerning the offence of trafficking in persons. Sections 177, 181-184, 191-194 are all amended provisions concerning rape.
