This Law consists of 3 Chapters divided into 37 articles. Definitions and general provisions (I); Rules and fundamental principles for safeguarding Oman's environment (II); Penalties (III). The Ministry of Regional Municipalities, Environment and Water Resources shall have the competence to represent the Sultanate of Oman in negotiating for regional and international environmental agreements (art. 1). The Ministry shall pursue the diffusion of education, knowledge, cultural and environmental consciousness (art. 6). All sites or work-stations shall have a safe zone for pollution control (art. 14). The Ministry shall take the necessary measures for the control and monitoring of environment systems (art. 17). Every owner of a nuclear station or establishment operating with radioactive materials shall obtain a previous authorization from the Ministry (art. 18). The Ministry may authorize the commerce or use of hazardous waste (art. 19). The Ministry, in cooperation with the competent authorities, shall take necessary measures for the protection of the soil and for the fight against desertification (art. 21). The drainage of any material in the sea may be authorized by the Ministry (art. 22). It shall be prohibited for ships to drain oil in the sea or in internal waters (art. 24). Authorities in charge of the exploitation of natural resources shall fix standards for better exploitation (art. 27). Any authority interested in the preparation of development policies and in land use shall cooperate with the Ministry on pollution control (art. 29).
