Makes numerous amendments to the 2001 Act: sections 2 (new definitions added "Early Retirement Scheme" and "ERS"), 20, 21 (responsibility for social security payments of employers and job contractors), 23, 23A (new section concerning early retirement), and 24-29). Repeals and replaces the Eleventh Schedule to principal Act and amends the Twelfth Schedule.
