This rule sets forth regulations to require motor carriers who operate commercial motor vehicles in interstate commerce to have an anti-drug programme including testing of commercial motor vehicles drivers for the use of controlled substances. The rule is intended to insure a drug-free motor carrier workforce and to eliminate drug use and abuse in the motor carrier industry.
