Prohibits the use of controlled substances without medical authorisation by certain safety-sensitive railroad employees, requiring random drug testing of those employees, and amends existing regulations regarding control of alcohol and drug use in railroad operations to provides further safeguards with respect to body fluid tests for controlled substances. Intended to prevent accidents, injuries, and property damage. |
