Abstract/Citation: Provides for preferential treatment in terms of employment for resident workers. Establishes in the Ministry of Foreign Affairs a Labor Division Employment Service, headed by an Employment Service Officer, to create a system of free public employment offices for workers seeking employment. Sets out the procedures and requirements for importation of alien workers.
