Abstract/Citation: The Charter has legal effect pending the eventual enforcement of the National Federal Constitution, a draft of which is to be completed within two and a half years and adopted by referendum during the final year of the transition period. The 1960 Constitution applies with respect to matters not covered in the Charter (Art. 71).
