Amends section 11 of the Citizenship Act, which grants citizenship to any person who, having ceased to be a citizen, has become a permanent resident and has resided in Canada for at least one year immediately preceding the date of the application. The amendment creates an exception, providing that the above condition does not apply to a person who has ceased to be a citizen before February 15 1977 because the parent of that person ceased to be a citizen.
