Comprehensive legislation on provision of assistance to foreign countries to combat HIV/AIDS, tuberculosis and malaria. Establishes comprehensive, five-year strategy to fight HIV/AIDS that encompasses plan for phased expansion of critical programmes and improved coordination among relevant executive branch agencies and between the United States and foreign governments and international organisations. Provides for increased resources for multilateral efforts to fight HIV/AIDS, as well as for increased resources for United States bilateral efforts to combat HIV/AIDS, tuberculosis and malaria. Aims at encouraging expansion of private sector efforts and public-private sector partnerships to combat HIV/AIDS. Also provides for enhanced efforts to support development of vaccines and treatment for HIV/AIDS, tuberculosis and malaria.
