Establishes Department of Homeland Security. Mission of Department is to (a) prevent terrorists attacks within the US; (b) reduce vulnerability of US to terrorism; (c) minimize damage, and assist in recovery, from terrorist attacks; (d) carry out all functions of entities transferred to Department; (e) ensure that functions of agencies within Department that are not directly related to securing the homeland are not diminished or neglected; (f) ensure that overall economic security of the US is not diminished by efforts aimed at securing homeland; and (g) monitor connections between illegal drug trafficking and terrorism. Also makes provision for information analysis and infrastructure protection, establishment of directorate of border and transportation security, emergency preparedness and response, as well as several related matters.
