Second Region

Provides for implementation of Nunavut Land Claims Agreement Act. Part I deals with management of waters. Establishes Nunavut Water Board. Members of Board are appointed by Minister of Indian Affairs and Northern Development. Board's primary function is to license uses of water and waste deposits. Is required, in exercising licensing powers, to consider detrimental effects of potential use of waters or a waste deposit on other water users. Part II establishes Nunavut Surface Rights Tribunal. Tribunal has power to make orders establishing conditions for access to Inuit-owned land, privately owned land and privately occupied Crown land.
