Abstract/Citation: Amends Railroad Retirement Act of 1974 and Internal Revenue Code of 1986. Modernizes financing of railroad retirement system, and provides for enhanced benefits to employees and beneficiaries. Individual sections deal with expansion of widow's and widower's benefit, retirement age restoration, vesting requirement, repeal of railroad retirement maximum, investment of railroad retirement assets, elimination of supplemental annuity account, transfer authority revisions, and annual ratio projections and certifications by the Railroad Retirement Board.
