Abstract/Citation: Part of the reform of the Hungarian administration focuses on the improvement of the working conditions, salary and prestige of public servants. One of the ways to improve the above is the creation of a distinguished group of public servants, based on their past performance and skills, who would work in improved conditions for a higher salary.
