Seeks to promote full employment and equality of employment opportunities for all through the establishment of a Public Employment Service Office (PESO) in every province, key city, and other strategic areas throughout the country. Defines powers and functions of the PESO. Also makes provision for a Special Programme for Employment of Students and Out-of-School Youth (SPESOS).
