Abstract/Citation: Governs the qualification and employment of merchant shipping seafarers. Establishes a scale of qualification for seafarers, including a deck manning scale and an engine room manning scale. Provides for the issuing of certificates of competency. Regulates the application for certificates. Regulates contracts and agreements. Governs the termination of employment. Establishes that crewmen are not to be left behind outside of Papua New Guinea. Prohibits the employment of young persons without medical examinations. Governs the payment of wages and provides for appropriate deductions. Regulates crewmen accommodation. Obliges ships to carry certain medical equipment. Provides for inspections. Regulates crewmen identification cards and log book requirements. Includes appropriate forms for use with the regulations.
