Abstract/Citation: Prohibits compulsory HIV testing and discrimination on the basis of HIV status or suspected HIV status in employment and access to services. Provides for the right of privacy for HIV infected persons and access to health care. The State shall promote public awareness, education and information with regard to HIV. Reestablishes the Philippine National AIDS Council (PNAC) which shall be attached to the Department of Health.
