Amends the Vocational Education and Training Act 1990 by substituting Part 5 regarding apprenticeships, training schemes, training wage, and training agreements. Also amends the Adult, Community and Further Education Act 1991, the Accident Compensation Act 1985, the Accident Compensation (WorkCover Insurance) Act 1993, and the Pay-Roll Tax Act 1971.
