Amends the Criminal Code to make it an offence to sexually exploit a person with disabilities in a situation of dependency. Amends the Canadian Human Rights Act to provide protection from discrimination against disabled persons in the federal sphere. Adds a provision requiring employers and service providers to accommodate the needs of disabled persons. Also sets forth penalties for hate messages and establishes a Canadian Human Rights Tribunal. |
