Abstract/Citation: Provides for a Programme of Action in the annex. Requires that a report be made on the labour market situation of youths and on the experience of unemployment policy in relation to changes in long-term labour forecasts and the education system. Part I of the Programme provides that the Ministry of Labour shall handle the registration of the unemployed and the conditions of their training. Part II deals with the duties and means of the Ministry of Labour and youth organisations to make proposals, and with the functions of the information and consulting offices. Training programmes shall contain basic information on the labour market and employment searching. Part III concerns financial assistance to young persons unemployed after their vocational training. Parts IV and V deal respectively with the role of NGOs and of international organizations in relation to the Programme of Action.
