Abstract/Citation: Establishes a National Council for Persons with Disabilities which shall promote the protection of the rights of disabled persons, insure the implementation of international conventions relating to disabled persons, and to encourage vocational training and rehabilitation of disabled persons. S. 23 prohibits discrimination in employment or education on the grounds of a disability.
