Comprehensive legislation covering the establishment, function, administration, and financing of universities. Section 14 provides for academic freedom, permitting members of the academic staff to "question and test received wisdom." S. 26 provides for the establishment of dispute resolution procedures to deal with matters other than those dealt with through normal industrial relations structures. Schedule 5 provides for the creation of superannuation schemes for university staff.
