Abstract/Citation: Establishes the office of the Ombudsman, who shall be appointed by the President. The Ombudsman shall investigate complaints or information relating to maladministration, including cases of discrimination, abuse of power, high-handedness on the part of public officials, and negligence of duty. Provides the Ombudsman independence and immunity from legal proceedings for acts done in good faith.
