Abstract/Citation: Establishes an Office on Child Abuse and Neglect which shall make recommendations on child abuse and family violence prevention activities and legislation. Makes numerous amendments to the Child Abuse Prevention and Treatment Act; inter alia, provides for community-based family resource and support grants. Reauthorizes the Missing Children's Assistance Act and the Victims of Child Abuse Act of 1990.
