Inserts new sections 1(3) (no upgrading due to changes in the price index for October 1992-October 1993), and 1a (benefits pursuant to section 30a of the National Pensions Act, pursuant to the Act (No. 444 of 1969) respecting treatment allowances for children, and pursuant to the Act (No. 124 of 1988) respecting subsidies to disabled persons shall not be raised during 1996, 1997 and 1998).
