Provides comprehensive legislation on sea transport, including registration of vessels, marine rights and liabilities, and pilotage. Part IV deals with safety aboard ships. Establishes a Fiji Marine Board with the function of inspecting ships and issuing safety certification. Part V applies to seafarers. Inter alia, requires seafarers to be certified (ss. 99-101), and prohibits engagement of persons under 16 years of age aboard ships (s. 110). S. 113 prohibits employment of Fiji citizens aboard foreign vessels on which conditions of employment are inferior to those provided for in Part V of the Act. Furthermore, provides for payment of wages in case of wreck, and regulates crew accomodations, medical supplies, and the maintenance of a crew registry.
