Abstract/Citation: Implements Council Directive 95/21/EC concerning the enforcement of international standards on ship safety, pollution prevention, and shipboard living and working conditions in ports of member states. Part I applies to non-British ships anchored in UK ports. Inter alia, it provides for the Marine Safety Agency to inspect at least 25 per cent of such ships, and in cases of non-compliance, provides powers of further inspection and detention. Part II concerns rights and appeals in respect of Part I. Part III implements Chapter XI of the SOLAS Convention, allowing inspection of the familiarity of the crew with essential procedures and operations relating to the safety of the ship.
