Promulgated by the Revolutionary Command Council. Chapter I defines the Republic of Iraq, establishing Islam as the religion of the State (Art. 4). Art. 5 defines Iraq as an Arab nation, but composed of Arab nationalism and Kurdish nationalism. The Kurdish language is official in the Kurdish region (Art. 7). Chapter II outlines the social and economic foundations of the Iraqi Republic, including the guarantee of private property (Art. 16). The State assumes the responsibility for planning, directing and steering the national economy and establishing a socialist system (Art. 12). Chapter III provides for fundamental rights and duties, including: equality before law without discrimination due to sex, blood, language, social origin and religion (Art. 19); freedom from torture (Art. 22); freedom of opinion, expression, press and assembly (Art. 25); and the right to work (Art. 32). Chapter IV outlines the structure of the government, defining the Revolutionary Command Council as the supreme insitution of the State. It further provides for a National Council, President, and Vice-President. A judiciary is provided for in Section IV of the Chapter, although no specific institutions are established.
