Amends the mentioned Acts in order to improve efficiency in the administration of the income support system, and in the case of the Old Age Security Act and Canada Pension Plan, to increase consistency between the two programs. More specifically, it allows the waiver of certain information requirements and permits retroactive payment of certain benefits.
