An Order of the Ministry of Social Affairs and Labour to provide that private sector employers awarded government contracts and employing foreign labour to perform such contracts must have their foreign workers flown in on KuwaitiAirways or on a carrier authorized to operate direct flights between the workers' country of origin and Kuwait.
