Abstract/Citation: The powers and functions set forth include the regulation of private sector participation in the recruitment and overseas placement of workers by setting up a licensing and registration system, protection of the rights of Filipino workers for overseas employment in regard to fair and equitable recruitment and employment practices, promotion and protection of their well-being overseas and institution of a system for ensuring the fair and speedy disposition of complaints.
