Abstract/Citation: The National Personnel Authority must report on and recommend revisions concerning hours of work, holidays and leave of national public employees to the Cabinet, if necessary. The Prime Minister is responsible for maintaining consistency among the hours of work, holidays and leave of each Ministry. Each Minister must take into consideration not only efficient operations but also the health and welfare of employees when determining hours of work, holidays and leave. Basic conditions of work are 40 hours of work each week over a five day week, rest periods, national holidays and end of year and new year holidays, sick leave, 20 days of paid leave per year, unpaid family-care leave (to care for children and parents), and special leave (including child-care leave).
