Second Region

Comprised of 7 Parts and 45 articles. Part I provides for short title and definitions. Part II regulates mining licences. Part III deals with discovery. Part IV concerns rights and obligations of licensees. Parts V and VI govern fees, rentals and royalties and infractions and sanctions. Part VII provides for miscellaneous matters such as dispute settlement procedures, Government assistance to licensees and powers and duties of the Controller. Article 28 provides that the licensee shall promote the employment of Ethiopian nationals (if an Ethiopian national cannot be found to fill a position the licensee may employ a qualified foreign national). The level of employment and training shall correspond to the nature and extent of operations and shall not impair their efficient and economic conduct. All employment and training submitted pursuant to article 28 shall be detailed by category of employee: unskilled, skilled, clerical, technical and management. Finally, the licensee is obliged to provide his agents and employees with appropriate clothing and protective equipment and ensure that they are properly trained or otherwise qualified for the work.
