Abstract/Citation: Amends the regulations on the vocational rehabilitation (VR) payment programs by expanding access to the use of private and public non-State VR providers when a State VR agency declines to provide VR services to an individual who is referred to services, by explaining that, in appropriate cases, only those VR services which have a causal relationship to an individual's performance of substantial gainful activity for a continuous period of 9 months will be paid for and by prescribing the specific kinds of VR services which will be paid for.
