The aim of the Act is to encourage workers to improve their working skills and increase their marketability as well as to increase productivity. This goal is to be reached through administrative initiative and general support from the authorities. The Act covers both courses in basic training and retraining. The Minister of Social Affairs appoints delegates to a council composed of seven members. Grants can be awarded in order to finance courses as well as to pay related expenses. It is a condition for obtaining a grant that admission fees include partial costs. The following parties have the right to apply for a grant: the union of employers, union of workers, private companies and educational councils of different trades. Documentation to apply for a grant must include the following information:aim and desciption of the course, duration, number of participants, supervisors, study demands and financial plan. The Act shall be revised in three years.
