Seeks to promote a broad array of labour principles -listed in Annex I- such as freedom of association and protection of the right to organize; the right to bargain collectively; the right to strike; prohibition of forced labour; labour protection for children and young persons; minimum employment standards; elimination of employment discrimination; equal pay for men and women; prevention of occupational injuries and illnesses; compensation in cases of occupational injuries and illnesses; and protection of migrant workers. Each Party is required to ensure that its labour laws and regulations provide for high labour standards, consistent with high quality and productivity workplaces, and to enforce such laws. A Commission for Labour Cooperation is established comprised of the Parties' respective labour ministers, whose functions include overseeing the implementation of and developing recommendations on modifications of the Agreement, while promoting cooperative activities regarding labour matters. National Administrative Offices at the federal government level are to coordinate administration of the Agreement. Advice on the implementation and modification of the Agreement may be given by national (including employers' and workers' representatives) and government advisory committees. Also provides for cooperative consultations and evaluations (by a Committee of experts selected in consultation with the ILO), dispute resolution procedures, and enforcement mechanisms.
