This text, drafted by the Constitutional Commission, was ratified by a majority of votes cast in a plebiscite held on 2 Feb. 1987 (date of entry into force). In particular, Art. II contains a declaration of principles and state policies and Art. III sets forth a bill of rights. Art. XII, on the National Economy and Patrimony, provides, inter alia, that the State shall promote industrialisation and full employment based on sound agricultural development and agrarian reform (s. 1). The section devoted to labour (s. 3 of Art. XII, "Social Justice and Human Rights") guarantees the rights of all workers to self-organisation, collective bargaining and negotiations and peaceful concerted activities, including the right to strike in accordance with law; the State is to promote equality of employment opportunities for all. Art. XIII contains further provisions on health, women and human rights. The Constitution spells out the structure of the Government (Arts. VI to X: Legislative, Executive and Judicial Departments, Constitutional Commissions, Local Government). It also includes Articles on citizenship (IV), suffrage (V), the family (XV), education, etc. (XIV) and amendments (XVII), as well as transitory provisions (XVIII).
