The Act is designed to provide a comprehensive health care service for Tonga. The Ministry of Health is charged with the responsibility to create facilities and programs to carry out this goal. The Act stipulates that "reasonable" charges for services may be imposed, but that "no person be denied adequate care by reason of inability to meet the costs." The Medical Services Act of 1929 is repealed.
