| Abstract/Citation: | The Charter of the Transitional Government proclaims the protection of human rights "without any limitation whatsoever" and the right of self-determination for all peoples and nationalities. The Charter also provides for the structure and composition of the Transitional Government and sets forth the transitional programme, which includes the instruction to the Council of Representatives for the creation of a Constitutional Commission and a provision for the election of a National Assembly based on a new Constitution.
