Abstract/Citation: This Rule first was published as a "final rule" in the Federal Register on January 18, 1991, and is now reprinted in full with a new effective date, and a one year administrative stay of certain provisions concerning vehicles, primer protection, loading and blasting, excessive temperatures, and burning explosive material.
