Abstract/Citation: Authorizes a new HOME Investment Partnerships program, a National Homeownership Trust program, and Homeownership and Opportunity for People Everywhere programs, amends and extends certain laws relating to housing, community and neighborhood preservation, and related programs (including support for programs for the elderly, the disabled, persons with AIDS, and for indigenous peoples), and for other purposes.
