Makes it unlawful to refuse a person employment, or any service of an employment agency, on grounds related to trade union membership; amends the law relating to industrial action and ballots; makes further provision with respect to the Commissioner for the Rights of Trade Union Members; confers a power to revise or revoke Codes of Practice; provides for the merger of the Redundancy Fund with the National Insurance Fund; amends the Education (Work Experience) Act 1973; and for connected purposes. Consequential amendments are made to the Employment Protection (Consolidation) Act 1978 (LS 1984 - UK 1A), the Trade Union Act 1984 (LS 1984 - UK 2), the Employment Act 1988 (LS 1988 - UK 1), the Social Security Act 1975, the Employment Protection Act 1975 (LS 1975 - UK 2), the Employment Act 1980 (LS 1984 - UK 1B), the Social Security (Contributions) Acts 1981 and 1982, the Employment Act 1982 (LS 1984 - UK 1C), the Social Security Acts 1985, 1986 and 1989, and the Employment Act 1989 (LLD 1990/2, LS 1989 - UK 1). The Redundancy Fund Act 1981 is repealed.
