Second Region

Amends the Carl D. Perkins Vocational Education Act to improve the provision of services under the Act and to extend the authorities contained therein through the fiscal year 1995, and for other purposes. The Act is designed to enhance the world-wide economic competitiveness of the United States by developing more fully the academic and occupational skills of all segments of the population, primarily by concentrating resources on the improvement of educational programs geared to work in a technologically advanced society. Special provision is made for appropriations to be allocated to Indian and Hawaiian natives programs. Generally, unprecedented emphasis is given to the allocation of resources directly to local school districts or area vocational schools, ie. the local level.
