Provides the general requirements for packaging and the use of packaging, the measures for preventing or reducing the generation of packaging and the waste resulting from packaging, the organisation of a system for recovery of packaging and packaging waste, the requirements for audit and recycling targets, the requirements for audit of the data to be submitted to the packaging register and the bases for state supervision over the requirements, and the liability for failure to comply with the established requirements.
