Second Region

Amends the Aliens and Immigration Law in view of harmonizing the national legislation with European Parliament and Council Directive 2011/98/EU of 13 December 2011, on a single application procedure for a single permit for third-country nationals to reside and work in the territory of a Member State and on a common set of rights for third-country workers legally residing in a Member State, as well as of effectively implementing the following EU instruments:
- Council Regulation (EC) N° 1030/2002 of 13 June 2002, laying down a uniform format for residence permits for third-country nationals, as recently amended by Council Regulation (EC) N° 380/2008 of 18 April 2008;
- Commission Decision C (2002) 3069 of 14 August 2002 establishing technical specifications for the implementation of the uniform format for residence permits, as recently amended by Commission Implementing Decision C (2013) 6178 of 30 September 2013.

It adds the following new articles:
- 18YC, concerning the scope of application of articles 18YD-18FST;
- 18YD, on the construction of notions for the purview of articles 18YC-18FST;
- 18YE, regarding a single application procedure;
- 18YST, on the requirements for issuance, amendment or renewal of a single permit;
- 18YZ, related to the adoption of the decision;
- 18YH, on the single permit;
- 18Y-9, concerning the residence permits issued for purposes other than work;
- 18F, on the procedural guarantees;
- 18FA, on the access to information;
- 18FB, regarding the rights on the basis of the single permit;
- 18FC, on the right to equal treatment;
- 18FD, related to more favorable provisions;
- 18FE, regarding the information to the general public;
- 18FST, on the obligations of the Director before the Commission;
- 18FZ, on the residence permits.

It also adds new Appendix XIII based upon article 18YE(1), and introduces transitional provisions.
