Description

From 2010 to March 2015, the ILO collaborated with the World Association of Public Employment Services (WAPES) and the Central American Integration System (SICA) on a joint initiative that aims at strengthening the labour intermediation services of Public Employment Services in Central America and the Dominican Republic. The initiative is implemented in the context of ILO's Project for Strengthening Integrated Systems of Training, Orientation and Labour Intermediation (FOIL) and builds on the model of the European Employment Service (EURES) - a network of public employment services in countries of origin and destination of migrants. EURES provides labour market information for migrants pre-departure and on arrival, places and relocates migrants, and offers skills trainings. The FOIL project has achieved bilateral agreements for labour migration between Mexico and Guatemala and between Nicaragua, Honduras and Guatemala. One of FOIL's target populations are migrant workers with diverse cultural backgrounds and skills levels.
